Timing issue on 5.4 L

Timing issue on 5.4 L
So replaced my timing guides and chains on my 5.4 L triton V8 but on the passenger side the bottom of the chain that runs around the phaser is too tight to put the tensioner on and the top of it is loose. Any ideas?
