How do you know it's overheating? You sure it's not just a bad gauge or temperature sender?

200 plus doesn't sound too bad. Top hose should be hard, it's a pressurized system.

The pressure cap keeps the pressure at about 15 psig. At that pressure the coolant would have to be about 255 degrees F before it starts to boil over. So, if it isn't boiling over, it may not be running hot. The system probably is maintained above 200 degrees.

A 50/50 mixture of ethylene glycol and water boils at 265 F under 15 lb of pressure.

This is one step you mentioned that does exactly opposite of what you were trying to do.

If you doubt it, replace it or put it in a pot of boiling water to make sure it opens. But PUT ONE BACK IN. Leaving it out will cause it to overheat, not keep it from it.
