smog fail high no(ppm)

94 f250 460 eng. what generally causes this? get code 311 but smog guy says maybe egr. can the egr and the "air system" both cause this high no(ppm) ?????

311 (R) AIR system not working - Single, Right or Rear HO2S

AIR system is the "smog pump".
