sounds like you need to remove the throttle body and clean out the egr passages and maybe replace the egr and or the egr flow sensor. The 4.6 is notorious for carbon buildup in the egr passages.

Carbon buildup in the passages will cause the opposite code, not an excessive flow code.
If you have actual EXCESSIVE EGR flow, the engine will run like crap and you'll get weird misfires.
