94 F150 starts sometime

Dear Forum Users,
I have a 94 f150 5.0 with 250k miles that has been acting up for 2 years now. I put about 5k miles on this truck per year, thus it has not been a high priority. The truck started idling inconsistently and now I am at the point that it will not start at all.
In the process of trouble shooting and repair I have replace the following parts over the past 2 years. 1. Timing chain. 2. Distributor, cap , rotary switch, wires and plugs. 3. Idle control valve 3. Mas air flow sensor, ignition module and just recently 4. Fuel regulator 5. Both fuel pumps.
Now the truck has codes 61, and 62 in the ECM. With a fresh battery the truck will turn over, I can smell gas, so I am thinking it is being flooded. I pull off a spark plug wire and I get an orange spark, and yes I got shocked.
I am at my wits end any help is appreciated.

A 94 should have 3 digit codes.

Orange spark isn't enough. Looks like the only thing you haven't changed is the coil, which would definitely cause that.
