It has a rich smell of fuel when trying to start. I hate to see how much this cost.

Son you need to slow down a little and look at the stuff people are telling you. Unless you have a buttload of money. There is a process you go through to diagnose a problem and so far it seems like you are all over the map.

Let us review:
Been running for a long time with lean codes (years, months, days)?---means it's rich and cats could be clogged.

Truck has been parked (how long)?----gummed up injectors?

Blowing black smoke when it does start-----very rich.

New plugs----that's good it will help.

Do a fuel pressure test, you can rent/borrow the set up at the auto parts store. From there you can check the injectors to see if they are working right---search is your friend.
Then do a vac test at the manifold. Then check out the cats (I know they are a couple of years old) you could have killed them in short order by running rich.

Take it a step at a time and do the tests before you go throwing good money at something that does not need to be fixed.

But that is just my $0.02 Good luck.

Thanks everybody that has responded.

I parked it Friday after work. It acts like gummed up injectors. The lean condition has been since i bought the truck back in 2003. I put new cats a few years ago and they were still good. I can't find the vacuum leak. Many cans of brake clean used. I replaced all the obvious vacuum hoses and found some near the battery box that was repaired. Light is still on. I put a new engine in it about 5 years ago and it's got 75k on it. It did this earlier this summer and i cleaned the maf and put a new fuel filter on and it cleared up. I got through inspection last year because when I cleared the light it would stay off for about 70 miles then come back on. This year it won't pass inspection because the light comes on in less then 20 miles. One drive cycle or less and it comes on. I'll do a pressure test tomorrow and see if it's getting enough. With all the black smoke and the rich smell I'm guessing it is. After the new plugs and wires it did not get any better far as cranking and starting. Like I said it was running Friday when I parked it.

anybody?
You need to reinstall the IAC, -they won't run without it. You can't crank these for more than 4 consecutive seconds. The PCM shuts down the rail (injectors). A capital letter begins a new sentence.

You've probably had a vacuum leak for nearly 10 years? unbelievable! You should just get rid of it.
