Fuel Pump not starting

I have a 96 f150 extended cab, when i try to start the truck the fuel pump won't come on at all. I am trying to figure out what is causing it I checked the fuses and it does not appear any are bad. I have no idea how to check if the relays are faulty and am looking for some advice on how to figure that out or if i am missing something totally. Also do not have the owners manual for the truck and cannot find a diagram online for the truck.

Are you sure the inertia switch has not been tripped?

Located behind the RH cowl trim panel just forward of the door, below the instrument panel.

for my 93, relay number 2 is the fuel pump relay. the horn is number 3. swap them to see if its the relay. its probably the pump. does it have 2 tanks? if so switch the tank and see if the other pump works.
