Unhappy 2004 5.4 engine problems, HELP

I have a 2004 F-150 FX4 for some reasom bank 2 of my engine isn't firing at all. Does anyone know why this could be happening and what to do about it?
haven't checked the wiring yet , no it is not in limp mode.
i do have a check engine light but i don't remember what the codes where and i can't plug the scanner back right now. i have the timing cover off right now.
i took off the VCT actuator and put 12volts to it and it seems to be working properly, I didn't see an o-ring on the actuators, i checked both where should it be. But one of the small screens around the bank 2 actuator has a hole in it. not sure how that happened. any addvice would be great.

i thought you found out it was because the cam was out of time due to a loose chain right? if thats the case then we just need to help figure out why it was loose.
