5.4L hard start question

I have a 2003 supercrew and a 2003 exp.

I am having trouble with starting the exp. It cranks fine, but just wont fire over until you turn the key off and then try and staart again. It will usually crank fine after that. Once it starts it runs fine, no other issues.

I replaced the fuel filter the other day and no help. I think the problem started after the gas tank was ran down pretty low.

Could this be a fuel pump issue??

How many miles on it?? I have a similiar prob with my 2000 F150 5.4 with 214k miles on it...My problem is injector leak down after I shut it down and if the fuel doesnt evaporate in the cyl, I have hard start very rich at first and can smell the unburned fuel...

i'd put a pressure tester on the fuel rail first. check the pressure that it puts out to the rail then go and do whatever you want and come back like an hour later and see if it leaked down. if it leaks down then do it where the filter is too, if it leaks down there then its the pump. if it doesnt then its a injector leaking down. if it doesnt put out enough pressure to the rail then the pump is no good. i believe you should have 35-50 psi to the rail with the engine off.
