That time of the year? Winter Fuel

Last time I gassed up, I was getting 17 MPG's. Today I filled up and the math came out to be 14.6. Have they started dishing out the winter fuel already? If they have then why exactly does it kill MPG's so much?

Seasonal formulating requirements were temporarily suspended after hurricane Ike, to allow us to import gasolene from other countries until the gulf refineries came back on line. You may actually have some of that unformulated stuff that may or may not be suited to your climate. Just guessing, of course.
