Altenator Question

I have one black and orange (stripe) wire coming from the top of the altenator that is measuring anywheres from 36-40V. That wire goes to the upper pole of the Starter Solenoid on the firewall. Is it supposed to be that high??? I didnt think there should be any power to that pole of the solenoid unless turned over to start... When I test the battery while running I am only getting 11V. Does this mean the altenator is toast which is keeping my starter from disengaging while running????

36-40V is way to high. the electrical system in these trucks runs in the 12-14V range. my truck shows 14.1-14.3v when the alt is charging the battery. I would say your alternator is toast.
