The most common goal of a chip or programmer is to improve the vehicle's engine performance. Along with this the rev limiter is usually modified along with the removal of the top speed limiter. While Gotts2BMe's suggestion of using a switch is ingenious I would not recommend it. Some of the the engine's controls require the actual speed of the vehicle in order to properly control them. The idea of not having a clue as to what speed you are travelling is irrelevant as your speedometer most likely tops out at 100 mph or close to it. So even if you could still use the speedometer it is totally useless above 100 mph anyway.
