A/C on all the time?!
You could unplug the compressor clutch and see if it's still turning, if it does then you know its a clutch problem. Just make damn sure the engine is off before you do it and that the wire is clear of it too.
It tells you how the system is supposed to work. After reading your manual, determine if the system is working as designed. If not, then it is possible to help.
i know its not working correctly!...its freezing cold!!! and doesnt really get any colder with the switch on A/C....

I had a similar issue with my 1998... it was 2 cracked ***** spinning freely on shafts.
Pull your existing ***** straight off and check for cracks where the **** goes over the shaft... if its cracked you need new ones!
