If you are only driving 8 miles in cold weather I suspect your truck is never fully warming up and going into closed loop mode.
My 5.4 gets low mileage on short trips in cold weather. I've been averaging around 15 MPG this winter. My ScangaugeII shows better mileage when driving home from work which is mostly 65 to 70 MPH. On the 20 mile trip starting out with a cold engine I will see 18 to 18.5 MPG for the trip on the highway.
Did you replace the upstream or downstream O2's?
The ScangaugeII is very handy for monitoring coolant temp,MPG,open/closed loop status etc.
