When it's warm out.

Prolly around the same time you change the plugs. It also depends if your vehicle has ever run rich - running rich will compromise your O2's quickly.

I would say best time to think about it is when they throw a code and/or your gas mileage has gone down hill dramatically.

every 30 k miles, reason ford doesn't list this is because it's an emmission device and they'd have to cover it

If your gas mileage is still within your expectations, no need to change them.
