I am looking at doing a P.I. head swap in the near future so I am staring to gather parts I was wondering if anyone can anyone tell me if these are windsor or romeo heads

As already posted twice, count the valve cover bolt holes. If you have 11 bolts needed to hold each valve cover on you have Romeo heads, if you need 13/14 bolts to hold each valve cover on then you have Windsor heads. On the 2 new pics you added you still had the plastic covering a few of the valve cover holes so I could not get a count on them to tell you one way or the other.
I am saying they are windsor heads, I count 10 holes then I am figuring 2 that are covered by the plastic wrap for a total of 12, there will be an additional 2 valve cover bolts that go into the front cover so that gives you 14 = Windsor Heads.

Thats because I'm looking at buying these heads, these were pictures that were sent to me, It's hard to count valve cover holes when thier not in front of you, I thought thier might have been a another way to tell them apart.
BTW. what would a used set be worth any how?
