P1451 woes continued

I have been the rounds trying to resolve the P1451 code on my 2000 F150 4x4. 5.4.

The vapor caninster vent valve is fine. There is 11.9 volts on the red wire with the ignition on and unplugged from the selenoid.

Anyone tell me how to properly troubleshoot that purple and white wire?

Is it the one that goes back to the PCM?

Ok here's what one of my Ford shop CD manuals show for trouble shooting that code, I'm not sure if this helps:

Thank you. That should be all the info one could ask for there.

Much appreciated.
