Fuel pressure regulator - Injector pulse problem

My 1999 5.4L has been having some starting issues. Sometimes it will crank but won't start at very random times. My mechanic checked the fuel injector when it wouldn't start and he said it isn't getting any injector pulse. I've heard of issues with the fuel pressure regulator. Could this be the issue or something else? I've replaced the fuel pump and filter but it randomly still won't start.

The injector pulse has nothing to do with the pressure regulator and vice versa.

Fuel injectors are pulsed directly by the PCM. Prerequites for a pulse include supply voltage to the injector, PATS satisfied and functional (if present), and a crank position sensor signal.

If PATS-equipped, observe the THEFT light and see if it is rapidly flashing when you have the no start condition.
