help replaced engine wont start

ok so we spent all weekend replacing my engine 302 with a reman longblock. couple of questions first a paper that came with the engine said a modification to the plenum must be made. So any clue what that meens and second the dang thing won't start everything is hooked up correctly and it will crank over try to fire but won't. the battery voltage drops down dramatically. i used my old starter so maybe it is worn and does not have enough power to start the engine because there is a lot more compression and my old engine had 231,000 and had almost no compression. also do i need to time the engine and if so how. My chilton's manual says not to mess with it but that is for just a regular motor that has been in there all the time.
any help would be greatly appreciated
