89 F-150 Will Not Start

Hello All. 1989 5.0L 2WD EFI. Truck belongs to my Dad, and here is the scenario: He was having trouble with the truck stalling and backfiring while driving, and stalling right after you put it in drive and touch the gas pedal. No trouble codes in the Key on position and I can hear the relays starting. It now only tries to turn over, but doesn’t start. It will try to run if I hit it with some starting fluid at the intake, so I am thinking it is a fuel problem.
The following is what I have done so far:
1.The fuel pressure is ~40PSI and fuel is getting to the rails of the injectors.
2.The fuel injectors are getting a signal when I hook the light up and try to turn it over , and fuel does get to the rail.
3. It needed a tune-up anyway, so I started by replacing the coil, cap, rotor, plugs, and wires.

I need to know where the problem could be if the fuel pumps, fuel injector signal, and the tank selector all test OK. Some people seem to think it could be clogged injectors , bad TFI Module, or a bad ECM, and that is the next step for me to try. I am going to remove the rails and see if they spray any fuel then try an ECM. I am open to any ideas at all at this point besides these. By the Way, Where is the ECM located on this truck anyway? Is it behind the kick panel on the driver side ? Thanks.

on my 87 5.0 its right there with the distributer, kinda under it....hope this helps, i had to do mine b/c i was having similar problems, but my problem was the little magnetic ball that goes to the cam...good luck hope ya get it running

Before you get to deep in, is there a healthy spark?
Starting fluid will fire where gas won't if spark is weak.
Also cranking the engine with no spark will flood the engine because the injectors are still working so you may be in a flooded condition as well as no spark to confuse the matter more.
Removing the plugs will show cylinder fuel instead of taking the rails apart.
Save some work and think a bit about it before taking things apart unless a proven need.
Be awhere that taking plugs out demands the coil wire be grounded because of fire hazard while cranking. Been there before.

Good Point. Will attempt to look at the spark again. Will check spark plugs to see if they get fuel..and make sure I ground the wire

Problem was bad fuel injectors. Replaced injectors ad truck started right up . It looks like I may have to replace a fuel tank (front) as well at this point as well. It as duel tanks. I looked up a replacement tank, and the only one I can find is a 19 gallon tank. Will this fit the front tank if the unit has dual tanks ?
