No fuel pressure??

No fuel pressure??
My 99 f-150(4.6) bogs down when climbing hills or when accelerating from low rpm. Today I replaced the fuel filter and the line was not pressurized?? Any ideas why this might be?

Sounds like a fuel pump going South like ours did @ 43,000 miles. Wow! $600.00 to replace. Ouch!

deffinatley sounds like a fuel pump I would start there.
