What is this "bulb" in line with my PCV valve?

What is this "bulb" in line with my PCV valve?
There is a black rubber "bulb" inline with the tube that goes from the throttle body to the PCV valve on my 2000 5.4L. The bulb is about in the middle of the tube and behind the enginer near the IAC. What is this bulb and what does it do?
