Reason, it only works during 'cruise' conditions, never at WOT or idle.
The computer looks at rpm from the speed sensor and the throttle position sensor, to tell when to operate the system.
It has no influence on power but does allow better fuel milage because, at the time it operates, the fuel is cut back and ignition timing is advanced.
It is there to cool combustion temperatures that reduce nitrigen oxide output emmisions from the engine.
Making it inoperative will cause a code to set and CEL lamp to light.
No gain from any plate addition.
The control system is Speed Density, not Mass Air.
