You sure thats P1613? I can't find a P1613 in my manuals...but if you replaced the battery and alternator recently, I'm thinking you might be seeing P1633, indicating that the keep alive memory power has been interrupted at some point or another. Recheck your connections at the battery and alternator.

Coil 3 is a known failure item, since the heater hose tubes pass over coils 3 and 4. The clamp on the tube loosens up, allowing coolant to drip onto the coils. Recheck that clamp too.

A leaky PCV elbow usually sets P0171 and 0174. A leak like the PCV tube collapsing tends to cause both banks to go lean, but there's always an exception. If you have a lean code on one bank only, check things that could affect that one bank only. Exhaust leaks on that one bank, clogged or failed injector, your EVAP concern could be related to you P0171 too, but I can't find P0440 either. P0442, 0443, 0455, 0456, 0457, and a few others I can't think of are EVAP leak codes.
