howling noise

1994 f150 5.0, 45,000 miles

I have an intermittant howling noise. It's pretty loud. Does not do it going down the roadd. Mostly when stopped, mainly when it's first cranked. I originally thought power steering pump but turning the wheel has no effect and the noise does not come from that area. I'm fairly certain that belts or front bearings are no problem. One day it did it long enough for me to tell it was coming from the top of the engine more on the passenger side. Made me think it was coming from the silver contraption on top of the engine. Could this be the IAC and if so can I unplug it when it's happening to see if its the problem.

Is there some where else I can look?\\\
