P1151 means the 2-1 HEGO isn't switching properly. In this case, the PCM is trying to go overly rich to correct for an overly lean condition. Start looking for unmetered air entering the engine after the mass air sensor. Check fuel pressure to be sure it's within spec, overly low or high fuel pressures can create a lean condition. If the EGR is stuck open, it can throw that code as well.

Click on over to www.contour.org and run a quick search on P1151.

You will find that it is due to a failing upstream, Bank 2 O2 sensor. It is located above the cat converter/exhaust manifold adjacent to the radiator.

Been there, done that. Wifey's 98 'Tour has already gone through O2 sensors and precats with about 90K on it.
