mo power

I have a 98 f150 that i bought in mid july of this year. When I bought it it had a bad engine and the dealer said they were going to put a new one in it. (4.6L)
It turned out that they put a rebuilt in it.
The engine now has about 3000 miles on it but doesn't seem to frisky in that 40-60 mph normal driving (especially on hills).
Is this normal for a rebuild to lose power or is it just the small bore V8?
What can i do economically to gain some low end power?

I have the 4.6L and from a 40mph it is pretty dead until it gets up to around 4K.

I'm not sure it's power loss from the rebuild.
