clutch fan replacement suggestions

Well, I think my clutch fan is shot. There seems to be way to much movement in it 1/4 from fan blade to fan blade. Resistence in turning is about the same hot as it is cold. With a warm engine I should feel resistance. The other big clue is that when the key is shut off and theengine spins down I can hear something ( I'm pretty sure fan clutch) rattle to a stop.
With 160K on this 4.6 do you think it advisable to replace the water pump along with the fan clutch ( belt is less than 1 year old but will replace again.? Remember the water pump has probably seen extra load from the bad shaking fan clutch. I just hate to tear into and not do the right thing but then again I could risk causing more problems like leaks and air pockets.
Also, thinking about letting someone else do it, I can't afford it but I have no time to work on it. What's a reasonable estimate for labor on a water pump and fan clutch replacement?

It should not take more than 1-1½ hours.
