general choke question

with the freezing weather here in the northeast, i noticed my truck ('95 150 4.9) sucking more gas. This is the first EFI truck i've owned--others were carbs and early model fuel injection (glorified carbs). despite the cold, the truck revs high at startup, and idles normally after a few seconds--the motor does not race, as earlier models that choke off air. do these systems adjust idle then fuel mixture accordingly rather than restricting air for the rich mixture? curious. thanks,
-jim
