P1447 "ELC Flow Error" -- help please?

Smile P1447 "ELC Flow Error" -- help please?

I've got a problem with a Check Engine light on our 1996 Ford Aerostar (4.0L V6) -- OBD-II trouble code P1447, "ELC valve flow fault" I'm pretty sure it's related to the emissions system, but does anyone have any ideas what to check or what the problem might be??

From what I found on the internet, it might be vacuum related and somehow involve the system that recovers vapors from the fuel or fuel tank but as you can tell I'm pretty much clueless thus far.

I figured if anyone would know about this one you guys would --

Please verify the DTC.

I looked in the 97 PCED for the Aerostar (don't have a 96 copy) and the P1447 code is not even listed (for any Ford application) nor is there any such component designated as an "ELC" in the Aerostar (or any other Ford that I am familiar with.
