Please list your truck details, we can't see it through the Internet.

Year, engine, transmission model (AOD, 4R70, 4R75, E4OD, 4R100, 6R80)?

It shifted fine before I changed seal.

Just curious. How did you buy the correct seal if you don't know what transmission it is?

I did put it back together and the torque converter was not positioned all the way inside the trans which left about a half inch in between the bell housing and the engine .I pulled it together .when i did this it locked it up so the flex plate and torque converter would not turn. I pulled it back apart and position it correctly. Hope i didn't damage anything. What about the neutral safety switch . If it's not position correctly could it cause this?

You have either a C6 or E4OD. The C6 is a 3 speed, the E4OD is a 4 speed electronic overdrive with an overdrive lockout switch. This could make a big difference in diagnostics. What is the TRANS code on the door jamb sticker? "K" is C6, "E" is E4OD.

If the neutral safety switch is not positioned correctly, it won't start in P or N.

By the way, you don't have a Cleveland unless it's not the original engine, the only 351 in 1990 was the Windsor. If you have a Cleveland, it was swapped, possibly along with the transmission.

Check all the electrical connections to the transmission.

That would certainly confuse the PCM. Fix it. If it doesn't know how fast you are going, it can't command the transmission properly.
