2002 F150 automatic wont shift

2002 F150 automatic wont shift
2002 F150 XLT 5.4L V8 Automatic
Will not shift into gear unless I press the OD off button then I get 1st and 2nd no 3rd, no down shift either. Reverse OK.
Removed valve body, the clips in the 1-2 piston, OD piston and reverse piston are intact. No clips observed in the 2-3 piston. No unusual debris observed in the pan upon removal. What else would cause this? Solenoid malfunction?
