Torque converter

how do you change the oil in the torque converter of a 99 150 automatic with out a oil cooler tranny is a 4R70w?

Open the inspection cover in the bottom of the bellhousing and turn the engine over till you see the drain plug.

does the oil in the transmission and bell housing mix?

There is no oil in the bell housing, but there is in the torque converter. Yes, they mix. You need to drain the oil in both the pan and the TC.
