this might sound dumb but on my 99 i cant find my tranny cooler/rad i thought it was right beside the powersteering little one or do i have that mixed up i thought it was on the passenger side before the main rad , looked on mine could see one there just the small one on the driver side
Your trans cooler is probably inside your radiator. You can follow the lines from your trans ... if they lead to flare fittings at the driver's side top and bottom of your radiator, thats where your trans cooler is.
I recently added a trans cooler to my 2000 4.6L for towing. I installed the Troyer/Derale setup here:

Pretty easy install, and good cooling capacity. Only once under towing on a prolonged hill climb has my trans exceed 180F so far, (got to about 184, I think) and when it did, the electric fan kicked in and brought the temp down quickly.
Before the Troyer cooler, I could get the trans fluid temp into the 190s without towing climbing successive hills on a hot day.
Troyer's kit includes the stuff to mount the cooler to the a/c condenser with pull-through plastic locking pins. Some folks make their own brackets instead.
There are other good coolers on the market too. Some searching for "trans cooler" turned up a bunch of good posts here that I read before buying the Troyer kit.
