Shift error
A little more info would help. What are you working on and what transmission type? The code is an indication that the PCM has recognized a slip or a no-shift concern during the 2-3 shift. Have you noticed any problems?

It's probably a 4R70W. I posted about the same problem but 3 - 4 shift error code ( 783? ).
I decided to just let it go until I had to get a new one, but it really isn't getting any worse in a hurry , so maybe I could repair it ....... solenoid or servo or ?
Wrong code - it was 738.

The most likely thing that would cause a 2-3 shift error on a 98 4R70W would be the 2-3 accumulator piston, located under the valve body. The early model bonded pistons were prone to failure, so Ford revised the piston , I think in late 1998.

It can be a pretty messy job, but it's not that hard with the right tools. You need an inch-pound torque wrench to install the valve body and a container that holds at least three gallons of trans fluid. When you remove the pan about 4 quarts will drain out, but when you drop the valve body the remaining fluid in the tranmission will drain. You can drain the torque convertor prior to dropping the valve body to keep the trans fluid from making a big mess. The 2-3 accumulator is readily accessable once the valve body is removed.
Keep in mind you may have some other concern causing the problem though. You might want to have it checked out by a professional.
