Unlock the steering column, lift up the front axle, and see if you can turn the tires left and right. If you can't then you probably have a bad spindle nut, or a frozen U joint bearing.
Been there, Done that
u-joint bearing wears that i havent had a chance to tear apart a fourwheeldrive axle before? could locking the tires better help. i think it might have had a little play in it or it was off center. i tried to line it up but as i recall driving the jeep it had a lot of play in the steering would it be best to strap down the pitman arm instead of the wheel?
thanks for the help

Does that answer what you are asking?

If everything is working right, the front wheels of the towed vehicle should track the towing vehicle fairly well...not perfectly, but fairly well. All those RVs you see going down the interstate towing vehicles behind them have the steering wheels and front wheels unlocked so the front wheels can turn. If the front wheels of the towed vehicle don't track reasonably well, something could be wrong. I would suspect the steering system and front suspension of a 29 year old CJ7.
Worn or binding wheel bearings or dragging brakes could make it pull to one side. Does the CJ have a pull to either side when driven by itself?

its being restored right now but if i remember i doesnt but that was two years ago. i will check the brakes though. as far steering its anybodies guess as to a problem in that area i know the steering wheel had a lot of play in it.

The U joint bearings that I was refering to are on the right and left front axles. They allow the front axle to apply torque to the front wheel while the wheel is turned at an angle. When a bearing is frozen up, or going out, it will make the wheels too difficult for them to track behind the truck. Usually, people don't notice front U-Joint problems until they become catastrophic, because, the power steering is strong enough to overcome the bad bearing(s).
I know all about this problem! Believe me!
i think the caster is off. i towed it without the steering locked. it went fine until i pulled out my neiborhood and it would turn back it stayed hard right. i made lovely sounds for about 200 feet before i gave up pulled over and locked the steering.
