Stock block

I was looking for the size of the he stock block of a 1999 f150 RWD

You still haven't told us what exact "block" you are talking about. Engine block or what?

the leaf spring block because the previous owner lowered it and I want to get it to stock height

If he leveled it he most likely used lowering shackles. The stock shackle is 4.5 inches roughly center of the bolt to the center of the other bolt. If you measure something like 6- 6.5 inches it's a lowering shackle. Also count the number of leafs in the rear springs and if the overload spring is still there
