11 4x4 ?

Can you remove the shim between the block and bottom leaf spring on the 09 and up f150 4x4 to lower more?

you mean remove the block between the axle and leaf springs?

if so yes, just need to get shorter u-bolts

Block yes, shim no. That's to correct your angles.
