What is the difference between these two lifts?
I know they arent suspension lifts but I can't afford a suspension at this time. I'm wanting to lift it though. What size tires could I fit?

The body lift will lift the entire truck 3 inches. The coilspring spacer will lift the front of the truck 2 inches. So this would lift the front of a 4x2 a total of 5 inches and the rear 3 inches, which should level the truck. A lot of 97-03 4x2 owners run this setup.
But that would level it out? To me I think my trucks seems pretty level. I might take a picture and upload it later.

if you have no rake, get the 3" and leave it be.
not that difficult, you can always add the coil spacer later on.
Just so you know install will run you about 550+ for a body lift so if your trying to do save money I'd plan on doing it yourself. And if you want it level get the 5" kit, otherwise get the body lift. And 33x12.50 tires. If you want 35's you'll need a bare minimum of 6" with a pretty decent amount of trimming and the perfect size wheel.

5" spring tech is $550, that'd be the route i'd be going over a body lift.
