front shock top nut & bushing - how tight?

Just replaced my original (12 year old) shocks with Monroe Sensa Trac. Only problem I've had is the top bushings are the same diameter as the washers, so when the nut is tightened, the bushing is already the same diameter as the washer (so the old rule of thumb is useless). Does anyone know about how tall the top bushing should be when properly tightened? Or, how far past the washer should it be? I've snugged mine to where the bushing slightly bulges. The original Ford bushings were flattened out a lot, they had them tight. Would looser bushings affect the performance of the shock absorber?
Monroe recommends tightening per the Ford spec (of 35+ ft/lbs), but that seems too tight. Or is it? Thanks.
