Shock leaks?

My buddy just ordered some new shocks, and when they arrived, a couple of the shocks were oily, and the instructions were kinda wet. Assuming it's oil from the shock. Is it normal for the shocks to leak some when they're new, and still have the straps compressing them? Or is this bad?

NOOO send that crap back. Shocks shouldnt be leaking man.. it supposed to be 100% sealed, and if all that oil came out then there would be no "shock" to it. Bad o-rings or whatever.. idk... send em back.
