2" or 1 1/2" drop

alright putting drop shackles on in the morning. question i measured from the top of the rim to bottom of fender get an 1 1/2 difference. measured from center of wheel to bottom of fender 1 1/2 difference. so should i do use the 1 1/2 instead of 2" or am i measuring wrong? also i'm looking for 2" drop springs for the front so should i just go ahead and do the 2"on the rear?
