i have a 2wd 98 f150. i just recently put the rough country leveling kit (coil springs) on my truck. The shop that did it put is making me mad. first they insisted that it needed longer shocks and the rough country tech crew emailed that the stock shocks were needed( i didn't find this out until after the fact). then they said that they can't align my tires perfectly.
IS THIS TRUE? can they not align my tires properly because of the springs?

Each truck is a little differnent but it's not uncommon for adjustable camber bolts to be needed to get the alignment within specs when installing lift coils or coilspring spacers on 97-03 4x2's. You can get them for about $40 at most auto parts stores.

what size tires can i fit with this leveling kit. i want to get 1 or 2 inch rear blocks to get the back end up level or a tad higher. i kinda want a taller tire not so much wide. is a 32 to big?

I'd personally go with a 32 inch tire with your setup. The most common size 32's are the 265/75-16 (32x10.50) and the 265/70-17 (32x10.50). Nitto makes a 285/60-18 (32x11.50) but I don't know of a tire that size for a 16 or 17 inch wheel.
