Can't remove shock bolt

I'm trying to replace my shocks on my 98 4x4 supercab , and I can't get the lower shock bolt to budge in the front. I sprayed the nut with penetrating fluid, but the bolt will not move. Any suggestions?

keep at it or find a way to cut.

you have an impact or breaker bar?

I do have both, but now the bolt is rounded off. I might have to either grind the head off and punch it out, or blast it off with a torch. Poor design with such a small bolt head. Thank's for the reply.
