Exclamation Brakes

I have a 1998 F-150 ext cab 4x4 with the 4.6L. Here is the issue. When I come to a stop it seem like the anti-lock brakes are engaging at the very last 5 foot or so of my stop. I push the brake down and it stops. There are times where it fails and feels like anti lock brakes aren't letting it stop. I checked for brake line leaks and the fluid level they are fine. Clueless....
