torsion rod lift
As you know 97-03 4x4 F150's are Torsion Bar based IFS. Ride hight depends on the amount of preload placed on the system. this is judged by the cranking or uncranking of the torsion bar adjustment key bolts.
now onto your question. Our trucks are very simple to level out. Just jack it up and crank the torsion bar adjustment key bolts untill its level. Then go get a lift.
However like me i had to crank mine all the way up to help clear tires i recieved around 2" of lift by doing this. (i wont say rather this is good or bad for your suspension but i havent had any problems)
However i would NEVER go more than what i am at now just horrible angles.
Aftermarket keys will allow you to overcrank your adjustment bolts and put severe angles on about every joint on the front suspension (cv shafts, ball joints etc.)
So if you just want to level out the truck to run some 33's then crank the stock keys up until the truck is level and be dont.
If you want a lift Fabtech, BDS, RCD, Rancho all sell lifts for out trucks.
Fabtech being one of the best.

i have my stock ones all the way up with a 3 body lift and 37 swampers i took the spare tire out to add air horns and know truck is not level no more right now i cant afford suspension lift thanks for the reply
not sure how you are running 37's ive got the same setup runnin Narrow 36's.
did you cut the fender.
Your torsion bars could be just worn out id look into getting a set of the 7700 bars they are longer and thicker. An add a leaf in the rear will help out back there.
Or you could cut the fenders and get a set of bushwacket Cutouts and that will give you about 2" of clearance. Im thinking about doing this myself.
