Bilstein 5100 question

Rec'd the adjustable (0-2") shocks for the front, the little snap ring on the shock is at the highest position, is this for the 2" lift setting?

Yes, highest is the 2" setting and the lowest is the 0" setting

Is the rubber bushing end the top or bottom?
