Torsion bar measuring point

I adjusted the torsion bars on my 01 supercrew 4x4 and wanted to know where the best place to check my measurements for level. I've been told to measure from the ground to the fender. I've also been told to measure from the bottom lip of the rim to the fender. Just wanted to see what you guys suggest I do for the best results.

from the ground to the center of the wheel whell on the fender be sure your are on a level surface when you measure

Most accurate measurement is from the top of the rim to the wheel well

I would use a specific point on the frame with some type of tape measure, since panels can be off slightly.
