3" PA body lift $160 from summit, you and a couple friends can install it in a day

I dont think that would look right with my bumpers raised and my hitch down so low though. What do you think?

Is your truck 4x4? That kit is for a 4WD and is a waste of money. I'm sure Wandell will come along any minute and explain why. If your truck is 4x4, just crank the torsion bars, throw some lift blocks in the back and put on a body lift. You should be able to fit 35s with no issues. That's 5-6 inches of lift for less than $250. Just be sure to get an alignment if you mess with your torsions.

nah I have a 3in. bodylift on my 99 and the hitch doesnt look bad at all. O yea PA gives your everything you need in the kit even bumper relocators.

I agree. Go with the PA body lift. Those reindexed torsion bar keys allow you to put way, way too much preload on your torsion bars which creates extreme CV and ball joint angles which leads to premature wear.

Yes, but they are a tight fit on a 10 inch wide wheel.

What would a 3" body lift look like with my 99's stock-size tires? Goofy?

It'll look ok. Plus it will motivate you to save for a set of 33's or 35's!
Also, here a pic of my receiver hitch with the body lift.

Yeah! That's what I need to do! Start spending wads of money on the truck in addition to the Mustang. My wife'll love that!
