Question Cam Bolt Kits & Alignment Problems???

I replaced my upper control arms, upper ball-joints, and lower ball-joints yesterday. (Moog) The directions said to also install a cam-bolt kit while replacing the control arms, so I got a $52 set at O'Reilly. After lowering the vehicle on it's tires I snugged the cam-bolts up and took it to Tires Plus for an alignment. I told them the bolts were "loose" and to make sure and wrench them down to spec while aligning. I noticed today that my wheel wasn't straight and I had a very slight shimmy at times so I took it back to Tires Plus. They re-aligned it and I asked if they had tightened the cam-bolts and they said they had. Apparently the toe was "in" on one side. I checked the numbers against last night's print out and everything had changed by a tenth of a degree or more. I just went outside and took a 13/16" wrench to the cam-bolt heads and I can move the rearward bolts with just what I consider to be slight force. The fronts are a little more secure. I can't get them any tighter with hand tools. This isn't normal is it? Should they be zipped on with an impact? TIA

More probs. on my 3rd. trip up there...they told me to come up, asked me to fix it myself, then told me to go home and bring it back tomorrow. I'm calling the AM manager and asking for my $$ back. She's goin to the dealership.

Cam bolts

According to the Ford factory CD, those cam bolts should be torqued to 300Nm or 222 lb-ft. I can send the directions and specs in .pdf format if you want them. So, if they were easy to turn w/a wrench, they certainly weren't tightened to spec.
